Peninsula and Evos have signed an MOU to develop up to 60,000 cubic metres of dedicated biofuel storage infrastructure at Evos’ terminal in the Port of Algeciras. The strategic project, located at the Strait of Gibraltar, is fully allocated to Peninsula to support its growing global supply chain amidst tightening regulations like FuelEU and EU ETS. Driven by Evos leading the engineering and construction and Peninsula integrating the capacity, the initiative strengthens the region’s role in the transition to lower-carbon shipping.
Gibraltar | August 4, 2026 – In a landmark development for maritime energy logistics, marine fuel supplier Peninsula and European independent liquid energy and chemicals storage company Evos have signed a Memorandum of Understanding (MOU). The agreement lays the groundwork for a strategic partnership aimed at jointly developing dedicated biofuel storage infrastructure at Evos’ terminal in the Port of Algeciras.
Expanding Low-Carbon Horizons at a Critical Global Crossroads
Under the proposed expansion framework, Evos will develop up to 60,000 cubic metres of modern storage capacity at its Algeciras terminal. This new capacity will be fully allocated to Peninsula, acting as a crucial catalyst for the rapid expansion of the company’s advanced biofuels supply chain across the region.
Positioned strategically at the Strait of Gibraltar, historically recognized as one of the world’s busiest and most vital maritime corridors, the expanded facility addresses the mounting demand for scalable, lower-carbon marine solutions. By securing dedicated storage and handling capacity for sustainable marine fuels, Peninsula is significantly tightening control over its proprietary supply chain, ensuring unmatched quality assurance for its global client base.
Driving Regulatory Compliance and Market Demand
Industry leadership from both companies emphasizes that this venture is a direct response to a shifting regulatory and macroeconomic landscape.
John A. Bassadone, Founder and CEO of Peninsula, said “We are seeing an acceleration of biofuel adoption as a result of price volatility of conventional fuels and regulatory measures such as FuelEU and EU ETS. These regulations are designed to ratchet up, and biofuels are the most versatile, available option today to meet decarbonisation targets. By partnering with Evos to build storage infrastructure, it allows us to control the quality of product and to blend biofuel ratios according to market demand. It will also offer our customers full flexibility and optionality when lifting bio products from us and further demonstrates Peninsula’s active commitment to the decarbonisation of marine fuels.”
With traditional bunker markets feeling the squeeze of tightening European environmental mandates, such as the EU Emissions Trading System (EU ETS) and the FuelEU Maritime initiative, shipowners are actively seeking viable drop-in solutions. Peninsula’s localized blending capabilities will allow it to tailor biofuel ratios precisely to evolving market requirements.
Daan Vos, CEO at Evos, echoed the strategic importance of the collaboration “Algeciras is already an important bunker and trading hub, with direct relevance to global shipping activity and inter-Mediterranean trade flows. Evos has a well-established position in the port as a bunker fuel storage terminal, and the expansion project with a strategic partner such as Peninsula builds on that position. By developing infrastructure for marine biofuels, we can respond to changing demand in the bunker market and strengthen Algeciras’ role in the transition to lower-carbon shipping.”
Project Execution and Next Steps
The partnership divides responsibilities to leverage the core competencies of both organizations:
- Evos will spearhead project development at the Algeciras terminal, taking full charge of vital project phases including engineering, regulatory permitting, and physical construction.
- Peninsula will seamlessly integrate the newly unlocked capacity into its expansive, growing global biofuels supply network.
Moving forward, both parties will continue intensive technical and commercial discussions to finalize a comprehensive, long-term storage and handling agreement. The realization of the project remains formally subject to Evos reaching a final investment decision.
Ultimately, this MOU underscores a shared corporate vision: actively supporting the evolution of the marine energy sector through robust, future-facing capital investments in critical global bunkering hubs.
