The company announced it has officially received a Letter of Recommendation (LOR) from the U.S. Coast Guard (USCG) for the proposed Stabilis Galveston LNG Facility.
The endorsement, issued by the USCG Captain of the Port to the Port of Galveston and the Galveston Fire Marshal, clears a major hurdle for the waterfront liquefaction, marine transportation, and bunkering infrastructure project.
Rigorous Safety and Security Evaluation
The USCG LOR follows an exhaustive, formal safety and security review process. Given the complexities of expanding alternative fuel handling in busy shipping lanes, the evaluation required deep scrutiny of:
- Navigation hazards and vessel traffic density impacts within the Galveston/Houston port complex.
- Emergency response capabilities coordinated alongside local municipal authorities.

With the Coast Guard endorsement secured, Stabilis has targeted commercial production for the third quarter of 2028.
At the center of the project is a planned 350,000 gallon-per-day LNG liquefaction facility in Galveston, Texas. Crucially, the project will introduce the first new-build, dedicated Jones Act-compliant LNG bunker barge to operate in the Galveston and Houston area.
This purpose-built marine asset, meaning it is U.S.-built, U.S.-owned, and U.S.-crewed, will directly service deep-sea vessels, tankers, and other commercial craft shifting toward liquefied natural gas to comply with global decarbonization mandates.
