Oilmar DMCC has promoted Shiwei Liao to Head of Asia, expanding his remit from the China Desk to oversee operations in Singapore, South Korea, and Vietnam. This strategic move reinforces Oilmar’s long-term growth ambitions in the region and follows the company’s recent management buy-out and 10th-anniversary milestone.
Dubai, UAE | March 3, 2026 – Oilmar DMCC, the Dubai-headquartered global bunker and cargo trading powerhouse, has announced the appointment of Shiwei Liao as Head of Asia. The move marks a definitive step in the company’s 2026 expansion roadmap, signaling a deeper commitment to the high-growth markets of the Far East and Southeast Asia.
Liao, who originally joined the firm in December 2025 to spearhead the establishment of Oilmar’s China Desk, has been instrumental in building the company’s regional momentum. In his elevated role, he will oversee operations across four of the world’s most critical maritime hubs: Singapore, South Korea, China, and Vietnam.
Strengthening the “Asian Footprint”
The promotion comes at a pivotal time for Oilmar. Since the launch of its China Desk, the company has seen a surge in volume across the trans-Pacific and intra-Asia trade routes. By consolidating leadership under a dedicated Head of Asia, Oilmar aims to bridge the gap between its Dubai-based global headquarters and the specific local supply realities of the Asian bunker market.
Shiwei Liao, Head of Asia at Oilmar:
“My focus is to build a disciplined regional platform strengthening client relationships across our core markets. By staying close to local supply and logistics realities, we can deliver consistent service even as the market continues to evolve through geopolitical and regulatory shifts.”
The “Management Buy-Out” Momentum
This appointment is part of a broader series of strategic wins for Oilmar following its successful Management Buy-Out (MBO) in late 2025. Now operating under full executive independence, the firm is aggressively investing in human capital and regional infrastructure.
Yusif Mammadov, Owner of Oilmar DMCC:
“Shiwei has been central to the early momentum of our China Desk, and this promotion reflects both his leadership and our commitment to building a deeper, more structured presence across Asia. We are focused on building a resilient platform for sustainable growth.”
Under Liao’s leadership, the Asian division is expected to focus on high-reliability bunkering solutions, leveraging Oilmar’s asset-light flexibility to navigate the volatile price spreads currently affecting the Singapore and Fujairah hubs.
