Spain | March 2, 2026 – In a landmark move for the Mediterranean energy corridor, the Board of Directors at Moeve (formerly Cepsa) has officially reached a Final Investment Decision (FID) to begin construction on the Andalusian Green Hydrogen Valley.
The project’s first phase, dubbed Onuba, represents a global investment exceeding €1 billion. Once operational, it will stand as the largest green hydrogen plant in Southern Europe, signaling a massive shift in the industrial and maritime decarbonization landscape.
The Infrastructure: Scaling Up to 400 MW
The Onuba project is designed with a staggered approach to capacity and infrastructure, bolstered by significant renewable energy backing:
- Initial Capacity: 300 MW of electrolysis power.
- Expansion Potential: An additional 100 MW is planned, pending grid capacity and final board approvals.
- Supporting Assets: The €1 billion investment includes specialized infrastructure and the development of a dedicated self-consumption photovoltaic plant to power the electrolysis process.
- Production Output: At 300 MW, the facility will produce approximately 45,000 tonnes of green hydrogen annually.
A Strategic Power Partnership
While led by Moeve, which retains a 51% majority stake, the project is built on a “collaboration ecosystem” featuring global energy heavyweights:
- Masdar: The UAE-based clean energy giant.
- Enalter: A joint venture majority-controlled by Enagás Renovable.
This consortium aims to leverage Spain’s high solar and wind yields to create a commercially viable hub for “green molecules.”
Environmental Impact & Decarbonization
The project is set to be a primary engine for cleaning up “hard-to-abate” sectors. Moeve projects that the 300 MW phase will avoid 250,000 tonnes of CO2 emissions every year.
To put this in perspective, the emissions saved are equivalent to removing every internal combustion passenger vehicle from the Spanish cities of Huelva, Cádiz, and Jaén combined.
For the bunkering and maritime sectors, this facility is critical. The green hydrogen produced will be used to synthesize renewable marine fuels, alongside sustainable aviation fuel (SAF) and feedstock for the chemical and fertilizer industries.

Financing and EU Backing
The project has been recognized as a Project of Common European Interest (PCI). Its financial viability is supported by a €304 million grant from the Government of Spain. These funds originate from the EU’s NextGenerationEU program via the Hydrogen Valleys scheme, specifically earmarked for the development of the full 400 MW scope.
Construction is slated to begin in the coming weeks, positioning the Andalusian Valley as the cornerstone of the EU’s burgeoning hydrogen economy.
