Bureau Veritas and Shenzhen Port Group have signed a strategic cooperation agreement to accelerate the development of Green Shipping Corridors and establish Shenzhen as a global low-carbon maritime hub. Under the pact, BV will leverage its global testing, inspection, and certification expertise to align domestic port operations with international standards, providing end-to-end technical support across the entire green fuel supply chain.
Shenzhen, China | June 30, 2026 – In a major move to accelerate the decarbonization of Pacific and global trade lanes, international classification society Bureau Veritas Marine & Offshore (BV) has signed a strategic cooperation agreement with Shenzhen Port Group.
The high-level pact, signed on June 29, 2026, aims to establish Green Shipping Corridors (GSCs), unlock critical carbon reductions, and cement Shenzhen’s position as a premier global maritime green bunkering and logistics hub.
The alliance bridges BV’s deep technical expertise in alternative fuel supply chains with the massive, real-world industrial footprint of Shenzhen Port Group, one of China’s primary gateway operators.
Technical Harmonization: Standardizing the Green Fuel Supply Chain
A major hurdle facing global green corridors is the regulatory disconnect between domestic port operations and international shipping standards. Under the new agreement, BV will deploy specialized technical support to help Shenzhen Port Group and localized maritime stakeholders translate complex, evolving international decarbonization mandates into implementable, asset-level practices.
Crucially for the marine energy sector, BV’s involvement spans the entire lifecycle of next-generation marine fuels.
BV’s End-to-End Green Fuel Verification Role
| Lifecycle Stage | Operational Focus | Bureau Veritas (TIC) Integration |
| Renewable Energy Production | Upstream generation of green hydrogen, e-methanol, biofuels, or ammonia. | Certification & Verification: Ensuring upstream source traceability, regulatory compliance, and carbon-intensity calculations. |
| Transport & Storage | Midstream logistics, including gas carriers, chemical tankers, and terminal storage tanks. | Testing & Inspection: Asset integrity management, risk assessment of low-flashpoint materials, and cargo volume verification. |
| Port Bunkering Infrastructure | Downstream delivery, including ship-to-ship (STS) bunkering, shoreside infrastructure, and SIMOPS. | Safety & Compliance Approval: Standardizing bunkering protocols, emergency safety systems, and verifying international rule alignment. |
By providing Testing, Inspection, and Certification (TIC) across the full ecosystem, from initial renewable energy production to the final quay-side bunkering infrastructure, BV ensures that incoming alternative fuels meet strict global sustainability criteria, such as ISCC standards.
Strategic Significance: A Catalyst for Low-Carbon Trade Lanes
The partnership creates an ideal sandbox for testing alternative bunkering at scale. Shenzhen Port Group offers a vast array of industrial application scenarios, including major container terminals, coastal shipping networks, and inland logistics hubs that can serve as immediate testbeds for zero-emission and low-carbon vessels.
“Global decarbonization of the shipping industry requires concerted efforts and in-depth collaboration across the entire industrial value chain,” said Alex Gregg-Smith, President of Bureau Veritas Marine & Offshore. “Shenzhen Port Group boasts strengths that are highly complementary to Bureau Veritas’s expertise in technical services and standard-setting. We hope this collaboration will serve as a catalyst to align domestic and international standards.”
For Shenzhen, the agreement is a direct extension of its green modernization strategy. By embedding an internationally recognized authoritative body like BV into its operational fabric, the port operator significantly lowers the commercial risks for international shipowners looking to bunker alternative fuels in southern China.
“BV’s vision aligns perfectly with Shenzhen Port Group’s green development strategy,” added Hu Zhaoyang, Chairman of the Board at Shenzhen Port Group. “Building on this agreement, we will further expand all-round cooperation across relevant fields, and maximize the combined value of Shenzhen Port Group’s diverse industrial application scenarios and BV’s authoritative technical certification capabilities.”
As international regulatory pressures like the IMO’s greenhouse gas targets and the EU’s maritime taxes intensify, joint ventures of this scale are transforming green corridors from conceptual policy ideas into scalable, commercial realities.
