Oil Spill Response Limited (OSRL) has played a pivotal role in the recent ammonia ship-to-ship (STS) transfer pilot, a groundbreaking initiative launched through a tripartite collaboration between the Global Centre for Maritime Decarbonisation (GCMD), Pilbara Ports, and Yara Clean Ammonia (YCA). This operation, conducted at the Port of Dampier in Western Australia’s Pilbara region, marks a significant milestone toward realising the Pilbara’s potential as a hub for green ammonia bunkering, a crucial step in the decarbonisation of maritime shipping.
The successful completion of the ammonia transfers signifies a major advancement in establishing Pilbara as a key player in low-GHG emission shipping. This landmark trial is set to lay the foundation for future ammonia bunkering operations, positioning Pilbara as a global leader in green shipping solutions.
OSRL’s role in ammonia STS transfers
OSRL played a crucial role in ensuring the safety and readiness of this pilot operation by developing a comprehensive emergency response plan (ERP) tailored to the unique risks of ammonia STS transfers. Collaborating with BlueTack and Stream Marine Technical, OSRL created a Pilbara-specific ERP to address potential spill scenarios and ensure safety during the transfer.
Rigorous safety protocols were implemented, including emergency release couplings, shutdown devices, and purging procedures to mitigate the risks associated with handling ammonia. The team also deployed an ex-Australian Maritime Safety Authority (AMSA) fire-fighting tug to be on standby for emergencies.
Authorities, including AMSA, the Department of Transport (DoT), and the Department of Fire and Emergency Services (DFES), reviewed the emergency response procedures. Their oversight ensured a coordinated response plan that met the highest safety, environmental, and regulatory standards.
