SLNG Advances Second LNG Terminal in Singapore with Key Agreements

Singapore LNG Corporation Pte Ltd (SLNG) has taken a major step forward in the development of Singapore’s Second Liquefied Natural Gas (LNG) Terminal, moving from the planning to the execution phase. During a celebratory event at the Sands Expo and Convention Centre, SLNG announced the signing of separate agreements with Mitsui O.S.K. Lines Ltd (MOL), Jurong Port Pte Ltd, and Wood plc, marking a pivotal moment in Singapore’s energy infrastructure development. The event was attended by Dr. Tan See Leng, Minister for Manpower and Second Minister for Trade and Industry, as the Guest-of-Honour.

The Second LNG Terminal is a strategic investment aimed at bolstering Singapore’s energy security and supporting its growth and energy transition goals. Mr. Leong Wei Hung, CEO of SLNG, emphasized the critical role of LNG in Singapore’s energy mix and SLNG’s responsibility in ensuring energy security. He commented, “The Second LNG Terminal underscores the continued importance of LNG in Singapore’s energy mix. SLNG is very happy to have the support of Jurong Port and to work with well-established industry leaders like MOL and Wood on this project.”

Key Agreements Signed

MOL Partnership: New Floating Storage and Regasification Unit (FSRU)

SLNG has signed an agreement with a subsidiary of Mitsui O.S.K. Lines (MOL) to charter a newbuild Floating Storage and Regasification Unit (FSRU), a critical component for the terminal’s capacity. With a storage capacity of 200,000m³ and a regasification capacity of 5 million tonnes per annum (MTPA), the FSRU will be constructed by South Korean shipbuilder Hanwha Ocean. It is expected to enter service by the end of the decade, allowing SLNG to increase its total LNG throughput capacity to 15 MTPA when combined with the existing terminal on Jurong Island.

Mr. Takeshi Hashimoto, President & CEO of MOL, stated, “MOL has been actively engaged in a variety of global FSRU projects, establishing substantial expertise to provide services with assured reliability. We are delighted to contribute our operational and technical expertise to support SLNG and Singapore in this important energy security project.”

Jurong Port Agreement: FSRU Berth Development

Jurong Port will host the Second LNG Terminal – Singapore, where the FSRU will be berthed. The collaboration will include the development of onshore connecting infrastructure to integrate the FSRU with Singapore’s gas pipeline network.

Mr. Terence Seow, CEO of Jurong Port, highlighted the port’s pivotal role in Singapore’s growth, stating, “Our waterfront infrastructure and proximity to existing gas networks will be helpful to support the operation of the Second LNG Terminal.”

Wood FEED Contract: Onshore Infrastructure Design

SLNG awarded the Front-End Engineering Design (FEED) contract to a subsidiary of Wood, a global engineering company. The FEED contract will define the scope of the onshore connecting infrastructure, providing detailed designs and scope for the future Engineering, Procurement, and Construction (EPC) contract. The FEED is expected to be completed by mid-2025, after which the Request for Proposal (RFP) for the EPC will be issued.

The terminal is expected to be fully operational by the end of the decade, providing Singapore with greater flexibility to meet future gas demand while supporting its broader energy transition objectives.

This latest project signifies Singapore’s ambition to remain a regional hub for LNG and to enhance its energy resilience, with major international players MOL, Jurong Port, and Wood contributing to the success of the Second LNG Terminal.
