The Memorandum of Understanding concerning the project aiming at developing a green hydrogen maritime corridor between Portugal and the Netherlands was signed on December 16.
The Minister for Infrastructures and Housing, Pedro Nuno Santos, headed the ceremony concerning the signing of the Memorandum of Understanding among the partners comprising the H2Sines.RDAM Project, which aims at developing a Green Hydrogen logistic maritime corridor connecting the ports of Sines and Rotterdam.
The project, to be developed by a consortium comprising ENGIE, Shell, Vopak and Anthony Veder, aims at producing Green Hydrogen on a unit located in Sines, to convert it in Liquified H2 and export it to Rotterdam, through the Port of Sines.
The ceremony also reinforced the commercial and institutional relationship between the ports of Sines and Rotterdam, by the signing of a Memorandum of Understanding. Besides the H2Sines.RDAM project, the ports of Sines and Rotterdam have been working together on the MAGPIE Project – sMArt Green Ports for Integrated Efficient multimodal mobility, a call framed within the European Green Deal – Horizon 2020.

Shell, ENGIE, Vopak and Anthony Veder have signed an agreement together with their supporting partners, REN, Port of Sines, Port of Rotterdam, Gasunie and ABN AMRO to proceed with the development of a value chain for liquid hydrogen from Portugal to the Netherlands. The consortium envisions renewable hydrogen being produced by electrolysis in the industrial zone of the municipality of Sines. Then the hydrogen is liquified in the Port of Sines and shipped via a dedicated liquid hydrogen carrier to the Port of Rotterdam for distribution and sale. The aim is to deliver a first shipment of liquid hydrogen from Sines to Rotterdam by 2028. The liquid hydrogen is then intended to be supplied to heavy-duty mobility offtakers. The project development follows the signing of an MOU in 2020 between the Portuguese and Dutch governments to develop strategic maritime hydrogen corridors. The need for continued and strong coordination between the consortium, its supporting partners and both governments was stressed today at the signing ceremony to make this European flagship project a success.
