PIL and PSA International marks a major milestone in maritime history as the first integrated land-sea green service of its kind. By aligning vessel operations with port logistics under a single verified framework, PIL and PSA are providing the shipping industry with a blueprint for verifiable Scope 3 reduction. This initiative moves the industry beyond mere ambition, delivering a practical, data-driven tool for businesses to achieve their net-zero targets.
Singapore | April 23, 2026 – In a monumental stride for the maritime hub, Pacific International Lines (PIL) and PSA International (PSA), with the strategic backing of DNV, have launched Singapore’s first joint land-sea green value-added service. This groundbreaking initiative, announced on April 23, 2026, provides a concrete mechanism for shippers and cargo owners to tackle the notoriously difficult task of reducing Scope 3 emissions.
By integrating lower-carbon fuels across both vessel voyages and port-side land operations, the partnership creates a seamless “green corridor” for cargo transshipped through the Port of Singapore. Trials for this high-impact service are slated to begin in May.
A Triple-Threat Alliance for Decarbonization
This launch is the direct result of a Memorandum of Understanding signed in March 2025, combining the unique strengths of three industry leaders to standardize emissions reporting and measurement:
- PIL (The Ocean Carrier): Leverages its fleet deployment and alternative fuel selection to slash emissions during the deep-sea leg of the journey.
- PSA (The Global Port Operator): Optimizes terminal and landside logistics, ensuring that the “green” journey continues the moment the cargo hits the quay.
- DNV (The Digital Verifier): Provides the essential digital infrastructure through its Veracity platform to ensure that every gram of carbon saved is accurately measured, standardized, and independently verified.
The Power of “Carbon Insetting”
Unlike traditional carbon offsets, this service focuses on carbon insetting, reducing emissions directly within the shipping value chain. This ensures that the environmental benefits are not just a financial transaction but a physical improvement in how maritime logistics operates.
“PIL is advancing maritime decarbonisation by leveraging carbon insetting as a practical and impactful lever within our own value chain,” said Lionel Patrice Chatelet, PIL Chief Commercial Officer. “By investing in initiatives that directly reduce or remove emissions across our operations, PIL ensures that emissions reductions are real, measurable, and closely tied to our business activities.”
Strengthening the Singapore Hub
The collaboration underscores Singapore’s growing dominance as a center for low-carbon energy solutions and sustainable trade.
Eddy Ng, PSA Group Head of Operations, Technology and Sustainability said “Our collaboration with PIL and DNV marks an important step in advancing low-carbon initiatives to support the decarbonisation of maritime supply chains and strengthen Singapore’s position as a hub for sustainable maritime and low-carbon energy solutions.”
Mikkel Skou, Executive Director of Veracity by DNV said “When shipowners, ports, and cargo stakeholders are connected through standardised, verifiable data, emissions reductions can be measured, shared, and applied with confidence. We see this as a key step in enabling transparency and trust at scale.”
