Panam LNG Bunkering, a subsidiary of AES Corporation, is set to launch its LNG bunkering operations in March 2025, aimed at serving vessels transiting the Panama Canal and calling at ports on the Atlantic side of Panama. This strategic move will enhance the availability of cleaner marine fuel options in the region, promoting compliance with environmental regulations and supporting the transition to LNG as a viable fuel source for maritime transport.

In collaboration with Seaspan Energies, Panam LNG Bunkering will deploy the Seaspan Garibaldi, a 7,600-cubic-meter LNG bunkering vessel, to facilitate the bunkering process. The operational plans include a comprehensive service area that encompasses defined boundaries, eligible vessel types, and compliance standards to ensure seamless integration into existing shipping operations.

A Notice to Shipping has been issued to all shipping agents, vessel owners, and operators of LNG-powered vessels. This notice serves as an initial engagement platform, allowing stakeholders to express their interest in LNG bunkering services in Panama. The process will secure LNG bunkering slots through Spot Contracts for the calendar year 2025.

The primary purpose of this announcement is to foster early discussions with shipping lines and operators interested in securing bunkering slots and negotiating contract terms in advance of the operational launch. By engaging potential clients now, AES aims to ensure that stakeholders can adequately plan their LNG refueling operations, meet their environmental objectives, and adapt to evolving fuel requirements.

Expression of Interest (EOI) Requirements

Panam LNG Bunkering is requesting Letters of Expression of Interest (EOI) from interested parties, which should be submitted no later than November 15, 2024. Each EOI should include the following details:

  • Subject line: “Expression of Interest for LNG Bunkering Services in Panama.”
  • Attention: LNG Market and Origination Manager, AES Panama.
  • Company name and vessel names.
  • Estimated LNG volume requirements, specified in cubic meters (m³), Metric Tons (MT), or million British thermal units (MMBtu).
  • Proposed schedule for LNG bunkering services, including preferred dates or frequency.
  • Preferred LNG pricing index (e.g., Henry Hub, TTF, or others).
  • Preferred LNG bunkering location, indicating whether the service is desired at the terminal (SimOps) or at a designated anchorage.
Timeline for Panam LNG Bunkering Services

The timeline for implementing LNG bunkering in Panama is structured as follows:

  • November 15, 2024: Deadline for EOI submissions.
  • November – December 2024: Contract negotiation period and compatibility studies between client vessels and the Seaspan Garibaldi.
  • January 2025: Finalization of agreements between Panam LNG Bunkering and interested clients.
  • March 2025: Official launch of LNG bunkering operations in Panama.

The LNG Market and Origination Manager at AES is tasked with managing relationships with both existing and potential customers of Panam LNG Bunkering. This role includes coordinating with Seaspan Energies, local ports, and relevant authorities to facilitate compatibility studies and communicate risk assessment procedures in accordance with SGMF (Society for Gas as a Marine Fuel) standards.

The LNG bunkering operations will take place either at a local terminal through SimOps (simultaneous operations) or at a designated LNG bunkering anchorage specified by the Panama Canal Authority (ACP) or the Panama Maritime Authority (AMP).
