The Maritime and Port Authority of Singapore (MPA) has made significant strides in advancing maritime innovation by signing two crucial Memoranda of Understanding (MOUs) aimed at promoting geospatial technology and developing a highly skilled maritime geospatial workforce. Additionally, Singapore has officially launched its first Maritime Digital Twin, a cutting-edge virtual model of the Port of Singapore, on 24 March 2025.
These initiatives are set to deliver data-driven insights that will enhance risk management, optimise operational planning, and ensure safer, more efficient, and environmentally sustainable maritime operations.
Strengthening Maritime Geospatial Applications
- MPA has entered into a three-year MOU with several key players in the maritime, technology, and research sectors, including Jurong Port, Singapore Cruise Centre, Esri Singapore, Hexagon’s Safety Infrastructure and Geospatial Division, Nika, the Technology Centre for Offshore and Marine Singapore (TCOMS), ASTAR Institute of High Performance Computing (ASTAR IHPC), and the Centre of Excellence in Modelling and Simulation for Next Generation Ports (C4NGP) at the National University of Singapore (NUS). This collaboration aims to promote knowledge-sharing and explore innovative geospatial technologies that address real-world maritime challenges.
- Geospatial technologies leverage location-based data, such as satellite imagery, traffic, weather data, and sensor readings from various sources like buoys and on-land installations, to create 2D and 3D visual insights. These tools will help stakeholders manage real-time conditions, enhance operational planning, and improve safety and efficiency by refining risk management and decision-making. The partnership will focus on using geospatial tools to:
- Monitor sea-level rise
- Strengthen preparedness for various maritime challenges
- Improve port operations, including vessel navigation, marine services, and bunkering of alternative fuels
Developing a Skilled Maritime Geospatial Workforce
- Another significant MOU has been signed between MPA and NUS to develop a skilled maritime geospatial workforce. This partnership will explore the creation of specialized maritime geospatial courses for NUS students, as well as a professional certification programme for mid-career professionals. The courses will cover essential skills in 2D and 3D mapping, geospatial analytics, and advanced environmental and operations modelling. This initiative is aimed at building a strong talent pipeline equipped with the necessary skills and knowledge to drive innovation in the maritime geospatial sector.
Inaugural International Maritime Geospatial Forum at Singapore Maritime Week
- MPA made these announcements at the inaugural International Maritime Geospatial Forum (IMGF) on 26 March 2025 during Singapore Maritime Week (SMW) 2025. The forum brought together over 100 international speakers and industry leaders to discuss the transformative potential of geospatial technology in improving maritime and port operations, paving the way for more sustainable and efficient shipping practices.
Launch of Singapore’s First Maritime Digital Twin
- A major highlight during SMW 2025 was the official launch of Singapore’s first Maritime Digital Twin, a dynamic and interactive virtual model of the Port of Singapore. Developed by MPA in partnership with the Government Technology Agency of Singapore (GovTech), the digital twin provides a real-time digital replica of the port, enabling better monitoring, decision-making, and operational planning.
- Industry use cases demonstrating the potential capabilities of the digital twin include:
- Real-time vessel monitoring
- Underwater visualisation of hull inspection and cleaning These use cases are being showcased at the EXPO@SMW during Singapore Maritime Week (25-27 March 2025).
- The launch of the Maritime Digital Twin is aligned with Singapore’s broader vision, as part of the Singapore Geospatial Master Plan (2024-2033), a framework designed to drive the development of geospatial technologies. The Master Plan aims to enhance geospatial innovations to tackle the complex challenges faced by Singapore as both a global hub port and an island-nation.
