Tokyo | June 10, 2026 – In a major move blurring the boundaries between maritime transit and commercial aviation, Japanese shipping conglomerate Mitsui O.S.K. Lines, Ltd. (MOL) and flag carrier Japan Airlines Co., Ltd. (JAL) have launched a joint development project to commercialize next-generation zero-emission transit.
The two industry titans, alongside leading international classification society Lloyd’s Register, have entered into a landmark four-party agreement with U.S.-based marine defense and mobility developer REGENT Craft Inc. The objective: establishing the first comprehensive vessel certification and operational approval framework required to deploy fully electric “Seaglider” vessels in Japanese waters.
The initiative marks the first time a major classification society has collaborated directly within Japan to build a regulatory pathway for wing-in-ground (WIG) effect crafts, laying the critical legal and operational groundwork for commercial rollout by 2030.

Building the Regulatory Runway for 2030
Because Seagliders occupy the operational grey area between a vessel and an airplane, establishing a clear classification pathway has historically been the primary hurdle to global market penetration.
Under the new agreement, Lloyd’s Register will act as an independent third-party advisor, bringing its extensive technical, safety, and regulatory experience to bear. Crucially, Lloyd’s Register is acting as the first international classification society to certify REGENT’s Seaglider hulls outside the United States.
MOL and JAL will fuse their respective centuries of maritime navigation and aviation safety protocols to satisfy Japan’s Ministry of Land, Infrastructure, Transport and Tourism (MLIT).
Industrial & Financial Weight Behind the Consortium
This joint development project is built upon years of deep financial integration. Both Japanese transport giants previously made equity investments in the Rhode Island-based manufacturer, JAL via its corporate venture arm in late 2023, followed by MOL’s venture capital subsidiary, MOL Switch LLC, in mid-2024.
The project carries massive commercial stakes. To date, REGENT has amassed a global commercial order pipeline valued at more than $10 billion from ferry operators and regional airlines worldwide, alongside $15 million in tactical logistics development contracts with the U.S. Marine Corps. The company has raised upwards of $100 million from tier-one defense and venture funds including Lockheed Martin, Founders Fund, and 8090 Industries.
