London, UK | October 17, 2025 — The International Bunker Industry Association (IBIA) has reiterated its firm support for the International Maritime Organization’s (IMO) drive toward shipping decarbonisation, even as the recent Marine Environment Protection Committee (MEPC) Special Session ended without a consensus on key measures to cut greenhouse gas (GHG) emissions from international shipping.

The special MEPC meeting, convened to advance discussions on GHG reduction strategies — particularly the pricing of emissions — underscored deep political divisions among member states. The contentious nature of the debate meant that an agreement could not be reached, resulting in the postponement of draft amendments for at least a year to allow for further revisions and consultations.

Setback in Momentum, but Commitment Remains Strong

IBIA, along with several leading international maritime organisations, had anticipated a more progressive outcome from the extraordinary session. The association had thrown its full support behind the adoption of the Net Zero Framework structure (NZF) and had already begun contributing to the development of detailed implementation guidelines.

However, despite the proactive stance taken by industry stakeholders, a significant number of IMO Member States were not yet ready to move forward. This impasse has delayed what could have been a landmark step toward making shipping the first global industry with a unified regulatory framework for decarbonisation.

Diplomatic Healing and Next Steps

In the aftermath of this week’s tense negotiations, IMO has scheduled a working group meeting next week aimed at developing the necessary implementing guidelines and restoring diplomatic momentum. This forum is expected to serve as a critical platform for rebuilding trust and aligning diverse national positions ahead of the next MEPC session.

IBIA confirmed that it will continue to engage constructively with the IMO, representing the collective interests of the global marine fuel supply chain — from producers and suppliers to shipowners and operators. The association emphasised the importance of maintaining dialogue and collaboration to ensure the maritime industry remains on track to meet its ambitious climate goals.
