The findings, recorded on July 7 and July 11, 2026, during port calls from high-profile cruise vessels, have ignited fierce debates among maritime environmental advocates, policy-makers, and port authorities. The data highlights a stark gap in modern shore-power infrastructure for larger vessels and has renewed urgent calls for Iceland to champion the International Maritime Organization’s (IMO) pending “polar fuels” mandate.

- The Plume Effect: While ambient baseline levels hovered around a clean 1,000 particles/cm³ when the ships departed, concentrations spiked to an average of 35,000 to 40,000 particles/cm³ while the cruise liners were at berth. Peak plumes registered above 100,000 particles/cm³, drifting directly toward Reykjavík’s residential zones depending on wind direction.
The health consequences of long-term exposure to these particulate levels are well-documented, significantly elevating local risks for strokes, cardiovascular diseases, pulmonary illness, and premature mortality.
Infrastructure Lag: The Shore Power Bottleneck
While smaller cruise vessels and local boats can tap into shore-based electrical connections (onshore power) at the primary Reykjavík harbour, the infrastructure at the far larger Sundahöfn Port remains non-existent.
Currently, mega-cruise ships docking at Sundahöfn must idle their auxiliary engines continuously to maintain onboard hospitality systems. Although the Icelandic government has committed to retrofitting Sundahöfn with onshore power capacity, the dedicated power plant required to feed the grid is not scheduled to go online until 2028.
“It’s certainly welcome that Iceland has decided to install onshore power for cruise ships, when the plant is ready in 2028,” noted Dr. Press-Kristensen. “However, to rapidly reduce emissions at sea right now, shipping around the Arctic must switch to distillate fuels—increasingly identified as polar fuels, like marine gas oil (MGO).”
The Regulatory Battleground: ECAs vs. Polar Fuels
The atmospheric threat facing Iceland sits at the intersection of several overlapping, yet structurally distinct, maritime regulations:

Environmental groups are urging the Icelandic government to pivot from a passive participant to an aggressive regulator of its territorial waters. A proposal on polar fuels, co-sponsored by Denmark, Germany, France, and the Solomon Islands, is currently on the table at the IMO. Activists are pressing Iceland to formally co-sign the initiative.
Árni Finnsson, Board Chair of the Iceland Nature Conservation Association, outlined a clear roadmap for domestic policy:
- Join the Danish-led IMO proposal on polar fuels to mandate clean fuel use within all Icelandic waters.
