Construction Underway: TLA Tank Farm to Expand Brazil’s Liquid Bulk Capacity
Vast Infraestrutura has commenced construction on a state-of-the-art tank farm at the Açu Liquid Terminal (TLA) — a move set to transform the terminal into one of Brazil’s most versatile facilities for liquid product storage and distribution.
Located in the strategically positioned Port of Açu, the TLA tank farm represents a critical new phase for Brazil’s liquid logistics infrastructure. In this first phase, Vast is investing approximately R$250 million (roughly USD $50 million) to deliver 40,000 cubic meters of storage capacity. Operations are scheduled to begin in the last quarter of 2026.
The TLA, which has been in operation since October 2024, currently supports marine gas oil (MGO) and hydrotreated vegetable oil (HVO) transshipment and supply services. With the addition of the tank farm, the terminal will dramatically expand its product range to include:
- Very Low Sulphur Fuel Oil (VLSFO)
- Lubricants
- Light fuels
- Chemicals
- Biofuels
“The first phase of the terminal foresees the movement of clear fuels, base oil, and biofuels,” said Victor Snabaitis Bomfim, CEO of Vast Infraestrutura. “We understand that marine fuels are our calling, given the large number of vessels that regularly access the Port. We are also prepared to work with future fuels, such as Sustainable Aviation Fuel (SAF) and e-methanol, in synergy with the energy transition projects under development at the complex. The TLA is a strategic platform to meet the current and future demands of the sector.”

New Record at T-Oil: 28 Transshipments and 903,000 Barrels/Day in August
In parallel with the TLA expansion, Vast Infraestrutura is celebrating a historic performance milestone at its T-Oil terminal, a key hub for crude oil transshipment in the Port of Açu.
In August 2025, Vast completed 28 crude oil transshipment operations, breaking its previous monthly record of 23 set in July 2023. The terminal handled a total volume equivalent to 903,000 barrels per day, underscoring both the operational efficiency of the terminal and the market’s growing confidence in Vast’s capabilities.
This achievement highlights the T-Oil terminal’s growing strategic relevance, particularly as global crude trading patterns shift and Latin America assumes a more prominent role in energy exports.
Looking Ahead: TLA’s Long-Term Master Plan and Strategic Contracts
Beyond the initial 40,000 m³, the long-term master plan for TLA includes provisions for expanding the tank farm to 300,000 cubic meters, reflecting Vast’s long-term vision and commitment to strengthening Brazil’s role in global energy logistics. The scope of the project includes the development of key supporting infrastructure:
- Loading and unloading pipelines
- Tanker truck loading platforms for overland fuel and liquid distribution
Vast has already secured two major long-term contracts that will anchor terminal operations:
- Vibra Energia: A 20-year agreement under which TLA will serve as a hub for importing, storing, and distributing base oils, critical for Vibra’s lubricants plant in Duque de Caxias, Rio de Janeiro.
- efen: A contract to support the receipt, storage, and shipment of marine diesel oil (MGO).
Since taking over as the TLA operator in October 2024, Vast has managed efficient transshipment services — including ship-to-ship and ship-to-barge operations — for efen. The terminal is currently equipped with two operational berths capable of receiving MR vessels and barges, and will soon evolve into a more integrated tank-based operation, greatly enhancing overall flow efficiency and service capacity.
