Helsinki, Finland | December 1, 2025 – Nordic energy company Gasum and Baltic energy company Elenger have signed a landmark FuelEU Maritime co-operation agreement, positioning Tallink Group’s shuttle ferry, MyStar, as a key compliance generator for Gasum’s commercial pooling service.
The agreement centers on the MyStar operating on liquefied biomethane (bio-LNG) supplied from Gasum’s Pori terminal, allowing the vessel to produce a valuable GHG compliance surplus that will be allocated to pool participants who require it.

Bunkering Agreement Powers Compliance Generation
The FuelEU Maritime co-operation agreement formalizes the partnership between Gasum (the bio-LNG producer and pool manager) and Elenger (Tallink’s established fuel provider).
In accordance with the new agreement, Gasum will supply Elenger with ultra-low carbon bio-LNG sourced from its production terminal in Pori, Finland. This bio-LNG will then be bunkered to the MyStar, whose high use of the renewable fuel will allow it to achieve over-compliance with the tightening GHG intensity limits, thereby generating the essential compliance units (surplus) for the Gasum pool.
“We are very happy to welcome Tallink MyStar into the Gasum FuelEU Maritime pool as a compliance generator. Because of this agreement with Elenger and Tallink, we are able to strengthen our FuelEU Maritime pool with yet another vessel, expanding our ability to support our customers in need of compliance. As the end of the year draws closer we are doing our best to secure as much compliance as possible,” says Jacob Granqvist, VP, Maritime, Gasum.
Tallink’s Full Renewable Fuel Commitment
The deal is a crucial step in Tallink’s environmental transition, building upon its early adoption of fossil LNG in 2017. Elenger will continue to support this progression by providing the necessary bunkering services for the bio-LNG.
“Tallink is setting an example for other operators in the Baltic Sea. Elenger has supported them throughout this journey providing and bunkering LNG to the vessels, and we are happy to help take the next step now toward renewable bio-LNG,” states Margus Kaasik, CEO of AS Elenger Grupp.
Tallink’s ambition extends beyond MyStar:
“Our goal is to fully replace the LNG needs of both shuttle vessels, MyStar and Megastar, with liquefied biomethane within the next year. This means that both our passenger and freight customers can reduce their environmental impact by choosing to travel with Tallink. This remains very important for us,” says Paavo Nõgene, CEO of AS Tallink Grupp.
Pooling: The Cost-Effective Risk Mitigator
The FuelEU Maritime regulation establishes progressively stringent requirements for the carbon intensity of energy used by ships operating in and out of EU ports, encouraging the adoption of cleaner fuels like LNG and bio-LNG.
Pooling is a key flexibility mechanism introduced by the regulation. It allows companies to balance the fuel use of vessels with a compliance deficit (off-takers) with vessels that have a compliance surplus (generators, like MyStar).
Gasum’s pool is distinct in the market because it is actively managed by a bio-LNG producer/buyer, allowing the company to guarantee the availability of low-emission fuel to cover the compliance deficit of its off-taker customers. This directly addresses the market risk associated with the uncertain availability of biofuels.
- Risk Transfer: As the sole contractual partner, Gasum takes full operational and financial responsibility for the pool’s balance, covering potential penalties for its off-takers if the pool runs short (a penalty that can be as high as €2,400 per ton of CO2 equivalent non-compliant VLSFO).
- Pricing Transparency: Gasum has recently started publishing the daily price of its compliance units per ton of CO2 emitted, providing crucial transparency to the nascent market.
By joining the pool, shipping companies are able to meet regulatory demands reliably and cost-effectively, safeguarding against demand peaks and regulatory penalties.
Benefits of Gasum’s Commercial Pooling Service
| Feature | Strategic Advantage |
| Guaranteed Supply | Gasum, as a producer/buyer, mitigates risks associated with biofuel scarcity, ensuring the pool is non-negative. |
| Cost-Effective Compliance | The service transfers compliance risk, potentially saving customers hundreds of euros per ton compared to paying EU penalties. |
| Risk Mitigation | Gasum is the single, financially robust contractual partner (Finnish state-owned) that takes responsibility for pool shortfalls. |
| Effortless Compliance | Simplifies the complex regulatory requirements, allowing off-takers to focus on operations while Gasum manages the compliance generation and allocation. |
