MPA Singapore and EMA Select Consortia for Ammonia Project

The Energy Market Authority (EMA) and the Maritime and Port Authority of Singapore (MPA Singapore) have advanced two consortia to the next stage of evaluations for a groundbreaking project aimed at providing a low- or zero-carbon ammonia solution on Jurong Island. This initiative, which targets both power generation and bunkering, marks a significant step in Singapore’s commitment to sustainable energy solutions.

The two shortlisted consortia emerged from an initial pool of six, selected after an Expression of Interest (EOI) in 2022. These six were later narrowed down through a restricted Request for Proposal (RFP) process in 2023. The consortia were assessed on their technical, safety, and commercial proposals. The leading consortiums are Keppel’s Infrastructure Division and Sembcorp-SLNG, with notable participants including Itochu Corporation, Nippon Yusen Kabushiki Kaisha (NYK Line), and Sumitomo Corporation. The next phase of the project will involve detailed engineering, safety, and emergency response studies.

The forthcoming phase will see the selection of one consortium as the lead developer for the Project. The chosen developer will be responsible for implementing an end-to-end ammonia solution, which includes generating between 55 to 65 MW of electricity from imported low- or zero-carbon ammonia via direct combustion in a Combined Cycle Gas Turbine. Additionally, the developer will facilitate ammonia bunkering with a minimum capacity of 0.1 million tons per annum (MTPA), starting with shore-to-ship bunkering and expanding to ship-to-ship bunkering. Given the emerging nature of this technology and global supply chains, the government will collaborate closely with the selected lead developer to ensure successful project execution. An announcement of the lead developer is expected by Q1 2025.

This initiative aligns with Singapore’s National Hydrogen Strategy, introduced in 2022, which aims to position the nation as a leader in low-carbon hydrogen technology as part of its goal to achieve net-zero emissions by 2050. The strategy emphasizes the adoption of advanced hydrogen technologies nearing commercial viability. Ammonia, as a technologically advanced hydrogen carrier with a well-established international supply chain, plays a crucial role in this vision.

If successful, the project will establish Singapore as a pioneer in deploying a direct ammonia combustion power plant and advancing ammonia bunkering for global shipping. This will significantly contribute to the broader adoption of low-carbon ammonia as a sustainable fuel source.
