MPA and RINA Maritime Partnership

Singapore | November 6, 2025 — The Maritime and Port Authority of Singapore (MPA) and RINA, a multinational engineering consultancy, inspection, and certification group, have signed a Memorandum of Understanding (MoU) to establish a technology demonstration centre and collaborate on maritime innovation, digitalisation, decarbonisation, and talent development. The MoU was officially signed on 5 November 2025 by Mr. Ang Wee Keong, Chief Executive of MPA, and Mr. Carlo Luzzatto, CEO and General Manager of RINA.

This partnership represents a significant step in Singapore’s mission to advance a smarter, greener, and future-ready maritime sector, combining the regulatory and strategic expertise of MPA with RINA’s global technical and engineering capabilities.

Technology Demonstration Centre: Driving Smart and Sustainable Maritime Solutions

The technology demonstration centre, to be hosted at RINA’s Open Innovation Hub in Singapore, will serve as a collaborative platform for co-creation and testing of maritime solutions. The centre aims to accelerate the adoption of digitalisation and decarbonisation technologies, including remote vessel operations, smart ship systems, battery integration, and digital port infrastructure.

By providing integrated platforms for technology validation and real-world trials, the centre will help companies, startups, and researchers bridge the gap between innovation and operational deployment. This initiative is designed to strengthen Singapore’s role as a global hub for maritime research and technology adoption.

Driving Sustainable and Low-Carbon Operations

Under the MoU, MPA and RINA will actively collaborate with local research institutions and the maritime community to promote low-carbon fuels, energy-efficient technologies, and smart shipping systems. These efforts support Singapore’s broader goal of decarbonising maritime operations and fostering a greener shipping ecosystem.

Empowering the Next Generation of Maritime Professionals

Beyond technological innovation, the partnership emphasises talent development and workforce upskilling. RINA will work with MPA to offer education, training, internships, and scholarships, preparing Singapore’s maritime professionals with the skills required for the digital and low-carbon transition.

These programmes will enhance industry readiness for emerging technologies and provide hands-on experience with smart maritime systems, decarbonisation solutions, and digital platforms.

Leadership Perspectives

Mr. Ang Wee Keong, Chief Executive of MPA, commented:

The MoU with RINA marks an important step in strengthening Singapore’s maritime innovation ecosystem. By working with international partners like RINA, as well as our local industry and research community, we aim to accelerate the testing and adoption of emerging technologies that will make the sector smarter, safer, and more sustainable.

Mr. Carlo Luzzatto, CEO and General Manager of RINA, added:

We are honoured to partner with MPA. Scaling innovation and advancing sustainability are key priorities in our growth strategy, and this partnership aligns perfectly with those goals. By embracing an open approach with Singapore’s ecosystem, we aim to create value for its maritime sector and beyond.
