Kunlun Energy Concludes First LNG Bunkering in Hong Kong

In a groundbreaking move for the maritime industry, PetroChina’s subsidiary, Kunlun Energy has officially launched Hong Kong’s first-ever LNG bunkering operation, marking a significant milestone in the region’s green shipping transformation. On 14 February, the company’s LNG bunkering vessel successfully supplied 2,200 tons of cryogenic LNG to the leading shipping company Zim Shipping‘s vessel, the “ZIM AQUAMARINE”, an LNG dual-fuel containership. This historic operation not only signifies a major step toward sustainable fuel practices but also sets a new standard for the future of green shipping in the region.

As one of the world’s busiest maritime hubs, Hong Kong’s pioneering LNG bunkering operation underscores the city’s commitment to environmental innovation. The move positions Hong Kong at the forefront of global efforts to decarbonize the shipping industry, reinforcing its role as a leader in the transition to cleaner, more sustainable fuel alternatives.

Historic Event with Key Stakeholder Participation

The historic operation was witnessed by high-ranking officials and representatives from key government bodies, including the Hong Kong Transport and Logistics Bureau, Environment and Ecology Bureau, Marine Department, and Electrical and Mechanical Services Department. Also in attendance were delegates from the Economic Affairs Department of the Liaison Office of the Central People’s Government in the Hong Kong SAR, the Hong Kong Chinese Enterprises Association, and various Shenzhen government agencies, alongside representatives from the shipping and energy sectors.

LNG: A Clean and Efficient Marine Fuel

LNG, recognized as a clean and efficient energy source, offers unparalleled environmental benefits. Compared to traditional marine fuels, LNG reduces carbon dioxide emissions by 25%, slashes nitrogen oxide emissions by 85%, and virtually eliminates sulfur emissions. This operation underscores Hong Kong’s commitment to sustainable shipping and its strategic role as the world’s seventh-largest bunkering port, located at the heart of the Asia-Pacific region.

Hong Kong’s Green Bunkering Vision and Government Support

Speaking at the ceremony, Secretary for Transport and Logistics Mable Chan highlighted the significance of this achievement. “The HKSAR Government seized the opportunity to publish the Action Plan for Green Bunkering in November last year to address the growing market demand for green fuels and align with the nation’s green shipping strategy,” she said.

“Since the launch of the Action Plan, the response from the industry has been overwhelmingly positive, with companies across the green bunker supply chain expressing interest in establishing operations in Hong Kong. As China’s most internationalized city and the world’s freest economy, Hong Kong is the ideal destination for businesses looking to expand their green bunkering operations. I invite enterprises from around the globe to actively consider Hong Kong as their base for green bunkering-related activities.”

A Flexible and Open Bunkering Market

Hong Kong’s bunkering market is renowned for its openness and flexibility. Operators are permitted to provide bunkering services in Hong Kong waters as long as they complete quantitative risk assessments, marine traffic impact assessments, and ensure compliance with safety and legal requirements. This approach has fostered a competitive and innovative environment, attracting global players to the region.

To further support the growth of green shipping, the Marine Department has established a dedicated task force to offer one-stop services to organizations interested in setting up green shipping operations in Hong Kong.

Hong Kong’s Commitment to Developing Green Fuel Infrastructure

This landmark operation not only solidifies Hong Kong’s position as a leading bunkering port but also paves the way for the adoption of other green fuels, such as biodieselgreen methanol, and hydrogen. With its strategic location, robust infrastructure, and commitment to sustainability, Hong Kong is poised to become a global leader in the green maritime fuel revolution.

As the world transitions toward cleaner energy solutions, Hong Kong’s pioneering efforts in LNG bunkering set a new standard for the industry, demonstrating that economic growth and environmental sustainability can go hand in hand.

Feasibility studies for the future bunkering of hydrogen and green ammonia will be conducted in 2025. By 2030, more than 1,000 LNG-powered vessels and nearly 400 methanol-powered vessels to be operational, signaling a significant shift toward cleaner shipping practices.

LNG Bunkering Operation: A Step Towards Sustainable Shipping

This historic LNG bunkering operation in Hong Kong marks a critical step in the region’s commitment to sustainability and positions it at the forefront of green shipping innovation in the Asia-Pacific. With a comprehensive roadmap for green fuel development, Hong Kong is poised to become a global leader in green maritime fuel trade, aligning with international emissions reduction goals and sustainable shipping practices.
