Galveston LNG Bunker Port LLC (GLBP) and Dunmura Ltd have entered into a landmark Sales and Purchase Agreement (SPA) for the supply of liquefied natural gas (LNG) from GLBP’s proposed liquefaction project at the Texas City Industrial Complex, situated within Galveston Bay. This agreement marks a significant step in the expansion of LNG as a marine fuel, particularly in the U.S. Gulf Coast region.
Under the terms of the SPA, GLBP will supply LNG to Dunmura on both a free-on-board (FOB) and delivered-ex-ship (DES) basis. This partnership makes GLBP the first dedicated LNG bunker facility in the U.S. Gulf Coast, positioning it to serve the rapidly increasing demand for LNG as a marine fuel. The volumes delivered to Dunmura under this agreement will support Dunmura’s customers, helping to fuel the ongoing transition to cleaner energy sources within the maritime sector.
A Pivotal Agreement for LNG Bunkering
The deal is the first major agreement announced by Dunmura Ltd since its establishment in 2024. It highlights the company’s commitment to capitalizing on the growing demand for LNG as a marine fuel. Dunmura, which specializes in the LNG bunkering sector, views this agreement as a crucial first step in building a robust global LNG supply portfolio.
Peter Mackey, CEO of Dunmura Ltd, expressed his enthusiasm, stating, “We are delighted to have concluded this agreement with the team at GLBP, the first we have announced since Dunmura’s establishment late last year. This agreement opens up access to the largest LNG production market globally for our customers. As a company dedicated to the LNG bunkering sector, we see this as a key milestone as we begin to expand our LNG supply capabilities around the world. The continued adoption of LNG is a crucial pathway for energy transition in the shipping industry, and we are excited to help accelerate that transition alongside our partners at GLBP.”
Strengthening the LNG Supply Chain
The agreement not only strengthens the supply chain for LNG as a marine fuel but also underlines the strategic importance of the Houston-Galveston region.
Jonathan Cook, Director of Galveston LNG Bunker Port and CEO of Pilot LNG, highlighted the significance of the partnership. “We are excited to be working with an industry veteran like Peter and his team at Dunmura,” said Cook. “This agreement represents a key step forward for our project and highlights GLBP’s leadership in the Houston-Galveston region. We look forward to supporting Dunmura’s customers with LNG bunker fuel, with deliveries set to begin as early as 2027.”
A Game-Changing LNG Bunker Facility
The Galveston LNG Bunker Port project is being developed by Pilot LNG, alongside its partner Seapath Group, a subsidiary of Libra Group. Located on Shoal Point in Galveston County, Texas, the facility is strategically positioned to serve the Houston-Galveston port complex, one of the busiest and most important maritime hubs in the U.S. Once operational in 2027, GLBP will provide critical infrastructure for the supply of clean-burning LNG, helping to meet the rising demand for LNG as a marine fuel.
The facility is being developed in two phases, with a total capacity of up to 720,000 gallons of LNG per day, supported by two 3-million-gallon storage tanks. GLBP will offer direct LNG deliveries to customers in the Galveston Bay Port Complex and surrounding areas, including the Galveston Offshore Lightering Area, further strengthening the region’s position as a key player in the LNG bunkering market.

The Future of LNG in Maritime Shipping
As the shipping industry faces increasing pressure to reduce emissions and adopt cleaner fuels, LNG is emerging as a key energy transition fuel. This agreement between GLBP and Dunmura highlights the growing demand for LNG as a cleaner, more sustainable alternative to traditional marine fuels.
Dunmura’s CEO, Peter Mackey, emphasized the importance of LNG in this transition: “The global maritime sector is undergoing a significant shift towards more sustainable fuel options, and LNG is at the forefront of that movement. This agreement enables us to provide our customers with reliable access to LNG, which will play a pivotal role in the decarbonization of the shipping industry.”
