MPA Singapore Grants Licences

Singapore hit a record 56.77 million tonnes in 2025 bunker sales, with alternative fuel demand soaring 44%. MPA 2025 list features the official Top 10 suppliers, including newcomer Bunker House Petroleum.

Singapore | January 15, 2026 – Singapore, the world’s undisputed bunkering hub, closed 2025 with a landmark performance, reporting total marine fuel sales of 56.77 million metric tonnes (Million MT). This represents a robust 3.4% increase over the previous record set in 2024, driven by resilient global trade and a significant surge in the adoption of alternative fuels.

Continuing the strategic shift initiated last year, the Maritime and Port Authority of Singapore (MPA) has released its annual list of top bunker suppliers in alphabetical order. This move reinforces that market leadership in the city-state is now defined by a multi-fuel future and digital transparency rather than throughput volume alone.

Conventional Marine Fuel Leaders: Stability Amid Change

While official volume-based rankings remain a thing of the past, the 2025 alphabetical list confirms that a core group of heavyweights continues to dominate the physical supply landscape.

The Top 10 Licensed Bunker Suppliers in 2025 are:

  • BP Singapore Pte Ltd
  • Bunker House Petroleum Pte Ltd (New Entry)
  • Chevron Singapore Pte Ltd
  • Eng Hua Co Pte Ltd
  • Equatorial Marine Fuel Management Services Pte Ltd
  • Global Energy Trading Pte Ltd
  • PetroChina International (S) Pte Ltd
  • Sinopec Fuel Oil (Singapore) Pte Ltd
  • TFG Marine Pte Ltd
  • Vitol Bunkers (S) Pte Ltd

Key Shift for 2025: The most notable change in the 2025 lineup is the entry of Bunker House Petroleum Pte Ltd, which officially replaced Glencore Singapore in the Top 10. This marks the only change to the leaderboard compared to the 2024 results, highlighting the intense competition and shifting market shares among physical suppliers.

The Green Race: Biofuels and Alternative Fuels Explode

The defining story of 2025 is the rapid acceleration of the maritime energy transition. Total sales of alternative marine fuels reached 1.95 million tonnes, a massive 44% increase from the 1.35 million tonnes recorded in 2024.

Biofuel blends led this growth, with sales jumping 54% to a record 1.36 million tonnes. This surge was propelled by new regulations like FuelEU Maritime and the increasing availability of B100 (100% biofuel) which saw its first significant commercial deliveries in early 2025.

Top 5 Biofuel Bunker Suppliers in 2025:

  • BP Singapore Pte Ltd (New Entry)
  • Chevron Singapore Pte Ltd
  • Maersk Oil Trading Singapore Pte Ltd
  • SK Energy International Pte Ltd
  • Vitol Bunkers (S) Pte Ltd

In the biofuel segment, BP Singapore joined the Top 5 for the first time, replacing Minerva Bunkering.

LNG, Methanol, and Digitalization

The diversification of the fuel mix hit several milestones in 2025:

  • LNG Bunkering: Sales reached 571,400 tonnes, up 24% from 2024, supported by an expanding fleet of dual-fuel vessels.
  • Methanol: Sales nearly doubled to 3,000 tonnes, with the MPA issuing three new methanol bunkering licenses to begin in 2026.
  • Digital Bunkering: By August 2025, Singapore became the first port globally to achieve 100% adoption of digital bunkering. The move to electronic bunker delivery notes (e-BDNs) is estimated to save the industry 40,000 man-days annually.

Redefining Success

As Singapore enters 2026, success for bunker suppliers is no longer measured solely by the “heavy lift.” The port has evolved into a sophisticated multi-fuel hub where digitalization, carbon accounting, and the ability to supply green molecules are the new currency of leadership.

With 56.77 million tonnes of fuel delivered in 2025, Singapore has not just maintained its crown, it has rewritten the playbook for the global bunkering industry.
