Hong Kong’s Marine Department launches a new incentive scheme offering up to $2M to pioneer LNG and green methanol bunkering operations in its ports.

HONG KONG, June 30, 2025 — In a decisive move to position Hong Kong as a high-quality hub for green maritime fuel, the Hong Kong Marine Department (MD) has officially launched the Green Maritime Fuel Bunkering Incentive Scheme. The initiative aims to accelerate the adoption of low- and zero-carbon marine fuels such as liquefied natural gas (LNG) and green methanol, driving the city’s maritime sector toward a more sustainable future.

This scheme represents a major milestone in support of the International Maritime Organization (IMO)’s net-zero emissions target, set for around 2050. As the global shipping industry intensifies efforts to decarbonize, Hong Kong’s government is aligning with international priorities while leveraging its strategic location and advanced port infrastructure.

Supporting the IMO’s Green Mandate

The IMO’s commitment to achieving net-zero emissions by mid-century is reshaping global shipping. In response, Hong Kong released its Action Plan on Green Maritime Fuel Bunkering on November 15, 2024, which outlines:

  • Five strategic pillars centered around green fuel innovation and market development
  • Ten targeted actions, including this incentive scheme, designed to attract early adopters of sustainable bunkering practices
Incentives for Pioneers in Green Bunkering

The Green Maritime Fuel Bunkering Incentive Scheme offers substantial financial incentives to pioneering companies that commit to green fuel operations in Hong Kong:

  • $500,000 will be awarded per bunkering operation for the first two successful LNG or green methanol bunkering operations
  • Eligible operations must be completed within one year from the Marine Department’s acceptance of the company’s risk assessment report
  • The maximum incentive per fuel type is $2 million per company
  • Retrospective eligibility: Companies that completed qualified assessments or bunkering operations before the scheme’s launch may also apply
  • First-come, first-served disbursement model

The scheme is explicitly designed to offset the high entry costs associated with safety assessments, infrastructure readiness, and operational trials. By supporting early movers, Hong Kong hopes to stimulate both technological innovation and bunker fuel supply chain development in the region.

To streamline the process, the Marine Department has established a dedicated Green Maritime Fuel Team, offering:

  • One-stop advisory services for prospective green fuel businesses
  • Technical guidance on completing risk assessments and navigating pre-bunkering procedures
  • Support with documentation and compliance for companies engaging in LNG or green methanol bunkering
